My neighbors son woke up and said he saw a glowing blue monster?

I asked him what it looked like and drew as good as picture as possible so I could describe it here. It stood upright on two legs with a raptor like body, it couldn't have been more than three feet tall. It had short arms like a tyrannosaurus rex does. It had a long thin tail with an arrow shaped point on the end (like the pictures of the devil) and had PLENTY of muscle especially in the thighs of the creature. He couldn't tell if it was scaly and it vertebrae were visible through its skin. It eyes were set in his head (the didn't pop out like an alligator or a crocodile) amd it had no cheeks and a mouthful of razor sharp teeth. It also had crested head (ridges running from the back to the front of its head). It glowed with a soft blue light with a tinge of green. On its hands and feet were two claws with one more on the backs of the feet. This occurred at night while he lay in bed ,abruptly awoken by something, inside a house that was built about 1930. The creature never looked directly at him put swiveled it's head and then he shut his eyes and covered his head with the blanket. He couldn't see whether or not it was scaly. This happened after a drunk man smashed into a tree close to their house and this is a CHILD who saw this so I and his mother both hope it's a dream but we aren't entirely sure.
