Is there a free computer program to mess around with pictures?

hi you could use Photofilter its a really good program all you have to do is go to ask.com and put in Photofilter and i t should bring up the name of the site your looking for don't get the 9.2 version that a trial but it helps you A lot not much explaining you have to mess around with things to figure it out but for most of the point its a very easy program and you will have fun with it :]
